PNG is a versatile format that is widely used across the web, especially because it supports transparency (alpha channel).
That alpha channel is the reason most people are holding a PNG rather than a JPG, and it is the thing a compressor must not throw away. A logo with a see-through background comes back with the background still see-through, so it sits on any colour the way it did before.
This is also why converting a transparent PNG to JPG is the wrong move: JPG has no alpha channel at all, so the transparent areas come back filled in, usually white.
PNG is a lossless format, so a PNG saved again is pixel for pixel the same picture. Making one smaller therefore works differently from making a JPG smaller.
